  Scott's not saying they haven't or don't have time.  He's saying that the
government will demand a more or less, instant changeover rather than
a gradual one, which would cost much less and cause less "growing
pains."  Like we had with the "low sulfur" diesel thing that ate a lot of
pumps a few years back.
