With my 91 jetta, the only time I would do this was when there were
problems starting on the first try. But I quickly learned that the
problem was the glow plugs, usually one bad one. I had used cheapo plugs
and was replacing them every year so shifted to Bosch many years ago and
starts like a champ on first try.

Other problem may be a weak battery. I have found that some five year
batteries will give poor starting  in the third or fourth winter. I have
found Sears to be fairly reliable but my latest Walmart (Consumer
Reports best buy) also held up well for three winters. Do not know if it
would have made it longer since the car was totaled.
