[Vwdiesel] Won't seem to start

[TexasTDI]

Unfortunately, my '91 Jetta Coupe 1.6D still has this arrangement.
Ironically, I can see the mounting holes for "regular" seat belts.  I'd like
to switch my belts for regular belts.
