The Federal Warranty on the catalytic converter is 8 years / 80k miles.
O2 sensor would trigger a CEL. You can cut out the cat, bang it on the
ground to dislodge all the crap in there, then reinstall it. This might
solve your problem. There is also some products on the market that are
supposed to be guaranteed to make you pass the emissions tests. I believe
you add them to the fuel tank.
