Back then they had a problem with the Charcoal canister becoming flooded,
then when you run the car the Emissions system is doing it's job, sucking the
vapor out of the charcoal canister, but the canister is holding to much fuel.

This is caused by pumping more fuel in after the pump shuts off.  I bet I
replaced 30 of them in the early 90's on GM products for this same problem.
Without seeing the car, I am just guessing, I think they call it "an experience
statement."

The cure was to replace both the Charcoal canister as well as the valve near
it (maybe on top of it) that has all the vacuum lines attached to it. (or
figure a way to get the valve to stop sucking the fuel out of the canister, but
that modifying emissions systems).
