  The main adjustment on it is inside.  The top screw is a stop for setting
rest position, ready for travel.
  As you said, at least a little smoke needs to be visible before the
aneroid can really do it's thing.  The main things to check would be
less than full throttle due to slack in the throttle cable or trying to
crank in the fuel screw.  If cranking it in was raising the idle then
it's doing it's job.  That's part of what happens when you increase
the fueling.  Go too far though and you can't get the idle back down
far enough with the idle stop screw.
  After that you check the travel of the cone, under the diaphragm, inside
the aneroid.  If it gets full travel then you know someone hasn't dinked
with the the spring perch height.  Otherwise you can run it down a little
for quicker enrichment and rotate the cone/diaphragm for more enrichment.
