Yes, the snap ring fits into agroove in the shaft, and a slight recess in a
washer that's just below the upper spring seat. The washer goes on before
the spring seat, examine it for the slight groove (easy to miss) that
retains the spring clip. When you assemble the spring seat on the shaft, it
slightly swallows the ring, holding it in place. After you put on the spring
seat, there is a spacer that goes up through the lower rubber bearing in the
tower, then a nut tightens down on the whole lot, loading the washer against
the spring clip. After that is tight, you can install the metal hub into the
upper rubber, assemble the whole thing as it came apart.
The spring clip and washer will still be on the shaft, but you will have to
slide them up so the clip goes in the groove on the shaft, then ensure the
washer goes on top of it, groove down to lock it in place. That should do it
