[Vwdiesel] Intake "throttle"

  Dad's 220D has an intake throttle.  It does tend to hold back more than
one without.  Most noticeable at lower speeds if you're a little "off" on
your pedal timing.  ;-)  It's linkaged right into the accelerator pedal and
pump. It's always opening and closing mechanically, as you press and
release the pedal.
