[Vwdiesel] Problem with top speed

Hello,
I have a 1981 VW Rabit pickup with a freshly rebuilt 1.6l NA engine (new
rings, same pistons). I have about 2000 miles on the engine. While on a
recent trip I noticed very high fuel consumption after one particular
fillup - I was driving at an indicated 70mph. As the day progressed my
top speed decreased. the truck will now only go 55. I accelerate to 55
in 3rd gear, and then when i shift to fourth i cannot get any
acceleration. I pulled the injectors and had them tested, they were
found to be 'poor, but useable'. I purchased NEW injectors and installed
them along with a new fuel filter and air filter. The problem has not
changed. I still cannot accelerate above 55.
The truck is equipped with an old style vacuum pump that has a vent into
the crank case. The truck starts and idles fine, and after I run down my
test road (up to 55mph) and stop quickly at the end of the road the
engine idles terribly rough and acts as if it wants to die. Could my
problems be related to the vent on the crankcase/vacuum pump??
