I had this same problem except I never could get to 70 unless I was going downhill for a long time.
Check the throttle cable at the injector pump. Mine has a spring clip that fits into a set of notches. On mine, the spring clip had become"bowed" and would let the plastic thing slide through. This loosens the tension on the throttle cable and will not allow you to get full throttle at highway speed. I solved the problem by bending the spring clip back to flat and turning it around on the notched plastic tube. Haven't had any problem since.
