If you call Castrol Canada they will ( if you manage to route yourself
to the right person ) send you a copy of the spec sheet for this oil. If
you look on freds website ( http://www.tdiclub.com/ ) some people have
done this, and I think one person even scanned it in as a jpeg.
Castrol has there own diesel oil line ( Castrol RX ), and they have a
second company that produces Heavy Duty lubricants ( think fleet use ).

This company provides everything from conventional Group II based
lubricants to Group 4/5 blends for extended drain usage.
This is just whats availible in north american from them with regards to
diesels, in europe they have a higher emphasis on passenger car diesel
oils for obvious reasons.
My only point of contention with the choice of syntec, is that I would
have rather they gone with Petro canada's synthetic Duron. VW likely
gets a good deal on the syntec from Castrol, and yes castrol tested the
oil on TDI engines prior to sending it to VW, and castrol claims it
meets API CG-4, but has not gone through the steps to actually get it
approved. Internal testing of the oil. This is not unlike what a lot of
oil companies do - Amsoil and redline being the best examples.
PS: Castrols Elixion synthetic is a great oil in the realm of Mobils
delvac 1, and Amsoils series 3000.

Finding it is another matter. Since I can buy Delvac 1 at my local
walmarts, its still the synthetic oil I will continue to use. This is
the oil I put in a saturn and it gets changed once a year. I don't think
a group 3 oil ( Duron ) would go that distance.
