Well of course as oils get reformulated to meet the new API standard,
you should use the newest oil - its almost impossible not to. That said
though, it doesn't suddenly mean the last API is suddenly absolute junk,
and is incapable of protecting your engine. Not to mention that some
oils aren't even reformulated when new API standards come out because
the API sets the performance levels low enough, that decent oils still
pass the tests without change.
CG-4 is what most TDI manuals stated should be used, and if somehow you
could still use this level of oil, i'm sure it would protect the engine
for a long long long time. Perhaps the newer TDI's have updated manuals
that now state CH-4, but the first manuals for TDI's stated even CF-4
was recommended. All thats happening here is that at the time of
printing, they just write in whatever is the current standard - don't
read to much into this.
The differences between CH-4 and CG-4 are evolutionary, NOT
revolutionary.

This is true for API, but most of the same oils that meet CF-4 to CH-4,
ALSO meet the european passenger and heavy duty truck oil ratings that
were for EGR and turbo equiped high speed diesels. They started testing
oils for these conditions earlier then we did, and the oils were
designed to meet these standards before API came around to including it
into the spec.
