Yes!!
 since the drl's are mandated, the number of people driving around here
(Saskatchewan) with no tailights at dusk and somewhat later in the evening
than that, are alarming, especially in cities where there are streetlights,
and they leave the city with only the drl's on. They are a good idea,
visibility of the car is increased greatly especially with blue and silver
cars that have poor contrast with their background, but I think that having
the parks come on would accomplish the same, and be safer in the long run
because of the evening drivers running on their drl's only. Not having the
ability to flash the lights is a pain too.
 I don't think they  are such a bad deal as far as safety goes, the Passat
uses low beams on full power, not highs on a reduced voltage or other such
nonsense.   If it comes down to me having my personal freedoms such as
control of my light switch trifled with versus my wife and children being
killed in a crash because the person with vision that barely qualifies them
to drive can't see our silver Passat and pulls out onto the highway in front
of them....  I don't mind the lights so much.
  My wife is an Optometrist, I work in the office when needed. I KNOW how
many people have poor vision and rant about their rights to drive.  It's an
alarming number, and it does not differ significantly elsewhere, trust me.
The legal requirement to drive here is a minimum of 20/50 both eyes
together, but that's pretty poor in the grand scheme of things, especially
when that's coupled with a person that is a poor observer.  They need all
the help they can get. That's why things like DRL's come along.
