I found one for my 1.9D engine at a junkyard, searched through a dozen VWs until I found one like what I needed, off an A/C
equipped Rabbit.  However, it "easy" to find a smaller pulley for a 1.9, since it uses larger pulleys to start with, so any 1.6
pulley that is the right hub size and offset will work.  As is, I found a cast iron pulley (mine was stamped sheet metal) and
had to machine off about 1/8" of material from the inside of the flange to get the pulley to line up with the belt.
