  Try just disconnecting the hose from the intake to the injector pump.  This
is what increases your fuel under boost, which is what makes for most of
the power increase under boost.  If that doesn't do it enough for you then
you could make a bypass for the intake overboost dump.  That would get
rid of any boost but you don't want to let any unfiltered air in there
either.
It's pretty easy to make the wastgate stay closed but open requires boost
pressure.
