It's sort of a glass half full/half empty thing. The diaphram causes the
fuel to be adjusted for the manifold pressure (boost). They call it a
"fuel limiter" because apparently the pump would normally put out enough
fuel for full boost all the time, if the device didn't reduce fueling
when no manifold pressure is detected. I suppose you could also call it
a "fuel increaser," but I think it is officially called a "fuel limiter."
