Well, case hardening only goes so deep, a few thou at best, even in a liquid
cyanide bath followed by heat treat. There is a process that is fairly new
to industry, called boronizing.  It's still kind of a hush hush process
pioneered by some local ag manufacturers.  They are using it on cultivator
shovels and wearing parts on combine internals.  It's supposed to make case
hardening look like tissue, and really add strength as well as, make
cultivator shovels wear like a pig's nose, and added bonus, cheap to do. As
far as I know it's still an R&D thing, but I've been out of touch for a few
years.

Y'know the best easy outs I have used to date are sold under the Rigid brand
name, same guys as make the pipe wrenches/ taps/ dies/ vices etc.  They are
a straight fluted rod with fitting nut.  You drill the correct size hole,
and drive the thing in, wrench on the nut to get it out.  Works really well,
even in small sizes.  Use a left hand spiral drill to drill the hole as
well, so you stand some chance at the stuck bolt just coming out from the
drilling process relieving the pressure on the threads, and it turns out
just from drilling.
