I have seen in the winter, when the prices to the dealer start to rise, the
lower volume dealers will be slower to raise there prices because the cost of
what they have in the ground was low. (unless there gouging). This lower
volume dealer will also be slow lower his prices in the spring until he has
used up his inventory he paid a higher amount for.
