[Vwdiesel] Is my block salvageable?

Yes, the picture is too fuzzy...

But from what I CAN see, the bunged up area is not a sealing surface.
The sealing ring encircles the cylinder, then bulges out to surround the
pre-chamber half. It should be readily discernible.

As long as the displaced metal isn't punched down into and bulging the
cylinder wall just below the hammered section. You may be able to file
this area down cylindrical again. Keep in mind how far the rings come up
the cylinder. like Loren said, the block should be ok after decking.
Use a bore gauge to see if bulging of the cylinder is taking place.

Something to think about, with all of that pounding that went on, you
might want to have the block checked for cracks, and bent connecting
rod, and/or bent or flattened crank.
