Yep. It does take water- the algae lives at the inferface of water and
fuel. If you live in the frozen north, algae is unheard of. If you are from
a sunny clime where there is no frost to kill the stuff, then algae should
be a concern. The treatment you add poisons the water, which kills the
little bitty plants.
Occasional use of a water emulsifant like Stanadyne gets the water out of
your tank, so no water, no algae, no problem.
High volume tanks are the only ones to support. The only fuel trouble I
have ever had is when I had to fill out of necessity from a little mom'n'pop
station in the midst of nowhence. Luckily they had diesel, or I would have
had to push. Pushing would have been easier in the long run however. It
was -30, and I got at least a half litre of water with the fuel. The car
made it ten miles out before trouble started. I now carry some stuff with
me- litre of melt down, and a litre of isopropal alcohol along with the
gallon jug of kerosene, booster cables, spare belts, chains, tools, etc
etc....
