Yes! It is noticeably quieter, pull it out and sharp rattles. 

Newbie Question: Should you always start the little bunny with the cold start lever out?

  One quick simple test is to pull the gp relay and where the two BIG 
lugs plug in (it makes a "T") plug a jumper across that and you don't 
even have to have a test light ont the plugs, just look for spark of with 
a small wire, feel for heat.  That'll test the wiring, independant of the 
relay.  Pass that and it's the relay, fail and it's the wiring.  Since the 
relay is clicking then it'd have to be the contacts not making contact.  
Open it up and watch it or short across them with a screwdriver or 
similar tool.
  "Nice noticeable change:"  When the engine's cold and you start it, 
then push in the cold start advance.  It will often sputter a little or at 
least a slight drop in idle speed, depending on the outside temp.  The 
clatter will be noticeably quiter, almost too non-rattly for a diesel.  
Pull it back out and the rattles should be quite sharp and distinctly 
louder and it should smooth back out.  When the engine's warm the 
change should be detectable but almost not noticeable.  Just a tad 
sharper knock with it out.
