[Vwdiesel] George's Drinking problem and Holly's Berry difficult starter...

George are you sure its drinking that much or could part of your engines thirst be from inserting a new filter and its take up?
Just back off (anticlockwise) the screw with the welded sleeve; say 1/4 turn and post the results here this will reduce overall fueling.

Holly if your starter worked well on the bench; then this problem is likely to be as already posted a case of the starter bendix not entering the flywheel mesh perpendicularly [@90 degrees to the flywheel] 
Even if your engine started the fact that its not aligned properly will lead to problems in the future....
Sometimes the little sleeves are a problem to align and sink into their sockets.
HERES A BIG TIP That works for  ME...
Loosen the bolts and alongside where the bolt is that seats properly push in a wedge for example a screwdriver or better still an inch wide wood chisel...
Now begin tightening the side that wasnt seating using a spanner [not as a a power lever but as a convienient turning mechanism a little beyond strong fingers ;o)...] You may need to wiggle the wood chisel  or twist/shake the transmission too.
