Actually, "A to M of wrapping...(Outlook)" would be a better way to put
those instructions.
They cover outgoing word wrap, that is when you type a whole long line
of text and hit send, that long line is chopped up into bite-sized
pieces.

The rest of the story is incoming word wrap, which is fitting the e-mail
text that you receive into pieces that fit within the mail reading
window. This is how web browsers and HTML work. They let the client
(i.e. your web browser) format the text to fit into the web browser
window. Since MS made Outlook to have HTML as the default message
format you get automatic incoming word wrap when folks send
HTML-formatted e-mails. However, when plain text e-mails are sent (as
is desired by most mailing lists), they don't seem to have a way of
dealing formatting the incoming message to fit within the window.
