At idle the turbo is/ maybe turning BUTit is not
pressurising so the pressure from valve cover is from rings.
Some of the apparent pressure is actually the air churning
around due to the pushing and pulling of the pistons...
Try increasing the revs and feel with hand over filler cap
to see if 'air flow' diminishes. If your turbo seals are as
bad as you say; then even higher revs will activate the
turbo and increase sump/oil filler pressure again...
