You mean literally sticking the nozzle in there and have at it ??  Certainly couldn't hurt ...  Something to do while checking the voltage drop.  You know what ?  I'll do a before and after just in case ( for scientific reasons of course !! )

  How about cleaning and lubricating the existing fan.  Just a thought, but usually the additional startup current draw is caused by overcoming additional friction (gunked up fan).  A bit of WD-40 might save you a few fuses and possibly head gasket or worse.
