  One other thing.  If you want to "fix" the rust enough to get through 
inspection 
and then really fix it later.  A can of fill-a-crack foam, a little bondo and 
a 
matching spray can and it's "fixed!" ;-)  It'll look fine, even sound pretty 
good but is quick and easy and you can take it out and really fix it later.  
Quite a few body shops do quickie fixes like that.  A friend thought he 
was doing me a favor having a rust spot fixed on my 914.  That was fine, 
but the shop he thought he could trust did a foam fix.  NOT what I wanted 
on a Porsche! (or any of MY cars.)
