  Vise Grips, and or a hammer and cold chisel.  Use the chisel to bit into 
the 
head and turn it.  Once it breaks free the Vise Grips will do it.  Sometimes 
they will on their own, but use a hammer to knock them rather than just 
trying to turn them.  Breaks loose better that way.
  Always scratch and then tap the tool into the bolt head, with a hammer.
