I think this may be the explanation to the lack of stopping power from
engine going down a hill.    " THE BOSCH PUMP".
Yes I have done a lot of experimenting to back that statement up.

Idle setting is a tad high if she no drags her feet.  Simply go to a 
hill and do two runs ---- one with fuel ON  and one with fuel OFF.

Fueling increase as RPM goes up  no matter you foot is off the pedal.

A gas engine does not increase fuel per stroke  therefore even a very
high idle setting give lots of foot drag.

PS:  Further if you set the diesel idle too high --- it will run away on you
at no load.
