Wrong
The shutoff solenoid prevents fuel from entering the high pressure
injection pump chamber so the injection plunger has no source of fuel to
inject . The fuel transfer pump soldiers on, pumping about twice the fuel
required at full throttle, This circulation continues at a rate relevant to
speed of rotation as long as the pump turns, and as Hagar observes, the same
transfer pump provides the pressure to actuate the injection timing advance
device. [the special outlet banjo bolt with the tiny hole restricts the
return flow to the tank to provide this pressure. wrong bolt, no pressure,
no timing advance at speed.]
The solenoid acts like a vasectomy. The pump still works, but nothing is
injected!
Rig a cut off switch and give it a try. If hidden properly, it makes a
theft-proofing device. (in case a robber tries to get away from a 7/11 in
your diesel ):^))
