[Vwdiesel] fuel pump tuning

My '82 Rabbit is finally back on the road.  (It still needs some work on
the back end and a new set of tires and wheels, but it is possible to
drive around again.)

However, there seems to be a fuel pump issue in that there is a
hesitation when accelerating at partial accelerator.  We've checked the
timing on the pump (against the cam and flywheel).  We've also checked
the valve clearances.  What should we be considering next?
