On-time will vary with engine/coolant temperature and whether its a fast of slow glow relay.  Glow plugs do wear out with use.  Off-brands seem to burn out faster than a good brand like Bosch.  The glow plug relay does all the logic of turning the plugs
on, turning off the pre-glow LED, turning them off and in some applications, turning them on while the starter is cranking.  I have more information on testing the various compoents on the web page I posted earlier.
