  That's what it's about!  Just making sure your dial gauge doesn't bottom 
out before the movement inside the pump does.  I think most of us set 
it with the cold start advance out the first time (each time!).  There's 
mention of setting the timing up extra, to .95 I believe, if the performance 
isn't up to snuff.  Of course always recheck after setting it as it'll often 
be off a few .mm.
  The reason to pull the valve cover (or at least look through the oil filler 

cap) is to make sure you're on TDC #1 rather than TDC #4.  If you know 
to look for the mark on the pump gear then you're ok and it's just for 
putting things back together when disassembled.  The mark on the 
flywheel comes up at both, the mark on the pump only at #1 and it's 
a good idea to pull the valve cover so the cam timing can be checked/
set.
