Dry, on a very clean block deck and head.

And if you want to get technical, there are roughness standards for
these mating surfaces.

That said, many years ago, there was some bandwidth devoted to the use
of a product called "Hylomar" to fill in any imperfections. But don't
hold me to it.

A similar product is Yamaha's Yamabond.

I have always put mine in dry and clean. Follow the torquing sequence to
the letter and you should have no problems.
