IMHO   :   statement is not valid.

It works right across the range. ---- not just maximum torque .  Torque is the wrong 
word    "LOAD"  is right.    at any load --- the setting determines the maximum fuel.
At half load turn the screw in and you get more fuel . etc.  and visa versa.
