  True, but that will increase speed the same as pulling the "throttle" lever 

or stepping on the pedal would.  In use, turn in the screw and you'll run 
with your pedal a little higer under the same circumstances.  
  Most all points have been valid and true.  It just depends on what you're 
calling your constant.
