No ...make that an alien ;o)
This is purely my opinion...(no one else is mad enough to lay claim)
The eccentric cone operates as a form of positive feedback when acceleration 
or increased load required. The eccentricity allows a change in the rate of extra
 fuelling for a push of the foot from a perceived (and often required) demand increase.
 Rotating the diaphragm will simulate a slower or faster depression of the accelerator 
pedal to the point where only a slow depression of the foot will avoid smoke. 
The spaceship operation causes a follow my leader scenario with the fueling chasing the 
'leading' turbo whichis pumping in excess air. Rotate dia. too far and fueling can overtake 
air supply.  Rotation to the shallow side of the cone may lead to a distinct lag of fueling 
and response...in my case a pumping of the foot as if I'm still in a gasser :o) 
PETROL; for all Europeans feeling intimidated!!
I feel that the screw in stop in the top is essentially one end of the 'bearing' to support
 the diaphragm spindle and cone.. the other end being the spring and rat shit adjuster.
 Whilst screwing both of these things towards each other serves to increase resistance
 and starting position; I seem to remember the Cummings site talking about the
 improvement from increasing the travel not restricting so that the whole length of the
 cone is used and not just 75% or so ...My feelings are that richness at the beginning of 
the increase in demand is more likely to be required to overcome inertia of my
 QUANTUM (sorry about the plug)  makes more sense so screwing in of the top  of the
 spaceship which increases dia phragm movement the starting pressure is um er 'out'...
 Of course the boy racers who drive to the limit and slam their foot to the ground need a 
little delay
