On both my old '81 (1.6D) and new '82 (1.9D), I plumbed the block vent
line into the same breather tube that runs fromt he valve cover and into
the intake.  Normally the block vent was only plumbed to the vacuum pump
exhaust line.  I installed a pair of tee fittings, one at the pump and
one at the VC and connected hoses between the two.  You can see the
added line on the 1.9D engine below:

On the 1.9D engine, I founf it had the fitting bolted to the block, but
the gasket behind it did not have the hole punched out.  I had been
getting some oil leaking out at various places and after venting the
block, that nearly stopped.  The 1.9 also has a TDI breather on top of
the VC and it had a fitting present which I tapped into for the extra
line, so did not need a tee fitting there.  Not sure what connects to
that on a TDI but it seems to be working now.
