I think the book says something like the ability to twist the belt 45 deg 
midway between pump &cam. I'd say proper belt tension is more like 75-
90 deg twist at this point - at least that's where the whining seems to go 
away.


 A twist test is an awful way to check a timing belt for tension.  Deflection 

is much better.  It's only recommended for the gassers anyway. ANY 
reference to twisting a diesel belt is usually a reference to the misprint 
in Bentley.  There's a later correction that says NOT to twist a diesel 
timing belt as it's likey to damage it.
  I look for a bit of "flop" between the cam and timing belt.  It shouldn't 
be tight but it shouldn't have a loose feeling flop there either.  If it 
sings, 
it's too tight.
