  Usually, if the fit and seal are good on the dipstick, it's too much 
crankcase 
pressure.  That could be from too much blowby, plugged crankcase breathing 
or both.  First thing to check is how much blowby seems to come out the 
valve cover connection vs. what still comes out the hose from the fitting 
on the side of the block.  If noticeable more comes out from the block 
than the valve cover, then your screen in there is plugged.  Usually from 
someone using non C rated oil in the past.  Either pop the welds and 
clean it then re-weld or try lots of oven cleaner or replace it and let the 
old one sit out where moisture can take it's toll on the carbon and 
break it up.
