Its called "Freezing Point Depression", a mixture of two liquids can have a lower freezing point than either of the two liquids in pure form:

Same thing happens to the boiling point, but in reverse (boiling point elevation).

Also, pure glycol is not as good a heat conductor as water, so pure glycol is not the best option.
