[Vwdiesel] Idler Pulley Arm on 1.9TD

Check the belt Wade. If the belt gets poor (missing grooves), the tensioner
tends to bounce.  If the belt is good, you should replace the tensioner- the
viscous shock absorbing non-bouncy stuff wears out inside, it's a friction
device IIRC.  The spring loaded thing comes off the driver's side of the
shaft and is changed, 2 bolts and an allen screw.  It wasn't too expensive
as I recall.  Did this on the Passat a few yeara ago, it wouldn't stop
bouncing either with a new belt.
