Hi Wade
If you want to cure the problem for good, change the tensioner, 
(028-903-315-r) arm (028-903-308-g) and update the altenator pulley to the 
tdi one (it is clutched and prolongs the life of the tensioner and stops 
that bouncing) 028-903-199-aa. All parts are available aftermarket like 
altrom and should cost under $200 cdn. I did this mod to my 94 Golf two 
years ago and everything is great and still quiet. You want to try and stop 
the bouncing or the lever wears out the bushings in the altenator bracket 
which runs around $400! It is not hard to do, basic hand tools and 
knowledge, I found it easiest to remove the altenator to install the new 
pulley.
