I think I may be able to help you with this quandry.
 
I recently replaced the clutch, p-plate, and flywheel on my TD engine and I put in the 210 setup.  Since this was not designed specifically for the TD or NA Diesel engines, there is no timing notch. Reading my Bentley during installation, it guided me to set the engine to TDC visually and then carve a notch into the FW to correspond with the notch on the tranny bell housing.
 
You may be in the same predicament.

4 diesels in the driveway now....

The latest is a 91 Jetta NA, destined for my son. Started to get it naked
for a new TB/roller, and discovered there is no notch in the FW at TDC???

The engine runs just fine, tdc is between 2 cast bosses on the FW, so what
happened?
(Marked it with yellow paint)
I've done 3 or 4 different cars before, done 2 head gaskets on 2 different
ones (not mine), and every time, the obvious "V" notch on the FW was right
there at TDC.

I haven't looked around the whole circumference of the FW yet, but maybe
somebody did a clutch and put the wheel back on "out of phase" The FW is
doweled, so it would have to be the pressure plate bolted to the CS out of
phase.

Will investigate Fri and report.

Never saw one without the notch.....

The engine runs just fine, so it's not out of time (Horrors)
