[Vwdiesel] Fuel delivery valve woes...

I've got an '83 diesel vanagon that I recently put an '84 Quantum 1.6TD
engine in.  After getting everything hooked up, I had trouble getting
fuel to come out of one of the fuel delivery valves (the top one).  In
desperation, like a fool, I removed one of the fuel delivery valves. 
After examining its internals, I replaced it, satisfied with finding
nothing missing.  Still no fuel.  So, I removed another one...looked
the same...so I replaced it (careful to put the copper washer back in
the same orientation that it came out).  Viola!  No fuel out of that
one too!  Hey, when you're on a roll....  So I removed a third one,
replaced it, and...no fuel output!

Before I removed the 2nd and 3rd valves, they were firing the fuel
through the injectors and the van was almost starting.  Any ideas?  I'm
at a loss.  The valves are not leaking.  I will order new copper
washers on Monday from VW, hoping that will help, but if they were not
sealing, fuel should be leaking out around the valve.
