  I tend to agree, when you pull the check valve out, fuel leaks out and you 
either have to get enough fuel pumped through to refil the high pressure 
side or you have to get the pump filled enough on the low pressure side 
in order to pump TO the high side.  
  Usually the advice is to fill the pump through the overflow outlet. 
 That's a tad difficult on a TD pump but it's still the best way.  You 
can fill through the inlet as you turn the pump over a bit or even 
through the solenoid opening I believe.  
  Just sounds like an empty pump for the most part.
