Do the front brakes, and retest.  Don't get all over a set of new pads for
the first bit until you have heat cycled them a few times. Pay close
attention to the front caliper bushings.  Be sure the bolt is cleaned,
wirebrushed, polished, antiseized, and kissed.  Okay mebbe not the kissed
part.  A pull felt in the wheel is usually front brake imbalance.

The rears locking up may be fixed when the fronts are new- they will be
doing more than they were, like adjusting the proportioning.

The turbodiesel vanagon is running great.  The 1.6 TD with intercooler is a
very nicely driveable combo.  I have noticed that the van seems to lean a
little bit to the driver's side.  When brakeing, it does a slight veer to
the
right.  If stomping on the brake, it locks up fairly quickly in the rear,
and veers
more significantly.  I'm thinking rear springs, possibly brakes.  Any other
thoughts, tests, comments?
