  Don't overlook the ability of rear brakes to pull the vehicle.  If they 
both 
lock up together then fine, you either have a proportioning valve issue, 
or calipers. Not likely to be master since they should be cross brakes.
  If one locks up more easily or one doesn't then look them over first.  
I had a restriction to my RR brake on the Jetta, it made for a mild pull, 
bad pedal and poor braking overall.  Fixing it made the cylinder leak so 
be thourough.  :-)
  If it's been sitting a few hard brakings might clear things up/break them 
loose.
