  IIRC the rear wiper uses an "intermittent" type relay.  If it's bad or 
missing 
then the wiper won't go either  Possibly a broken wire where it goes through 
the hatch.
  A long shafted, blade screwdriver is what I usually use to get at the 
cable and clamp behind the pump.  You may need a pair of needle 
nosed pliers or "storks" (LONG needle nose pliers).
  Yup, AFIK there's no expiration on that recall so if it's not been 
done, it'd free.  :)
