The water temperature needle would stay just below the LED with the old 
wasserboxer and with the diesel it runs just above the LED during 
normal driving, but when running fast (a relative term with a 75 hp 
diesel in a 5,000 lb vehicle) on the highway or pulling up a long hill 
the temperature will rise.

  I know that on my Quattro and many if not all the VW gauges, there are 
little hash marks or dots around the perimeter of the gauges for where 
certain events are supposed to happen.  On the Quattro, the "fan on" 
mark is about 1/4" or less from the red,  from memory.  Then it's a 
1/4 to 3/8" drop to where the "fan off' mark is.  Those numbers 
relate to temp if you read the on/off temps on the fan thermoswitch.
  It looks scarey high but it's the "designed" position.  A temperature 
readout cures any confusion.  
  As I understand it, to properly bleed a Vanagon you kind of need to 
stand it on it's nose.
  I've seen a few VW diesels that will crank out the heat and quickly 
too.  Many of them had leaking head gaskets.  Leaking head gaskets 
can make temp gauges climb and fall too.  Sure hope THAT isn't it 
with yours!
