If the seals are leaking
would the oil be burning or raw coming out the tail pipe?


  Depends.  Intake side would burn, exhaust side would smoke.  I had 
one that I was SURE was bad, rebuilt it and nothing really changed.  I'd 
had it off and saw an oil streak from the compressor side of the shaft 
after sitting even.  Seems to be rings and or a variety of things.
  Know of a 5000 turbo gas that smoked pretty heavily on startup.  
It cleared up reasonably after a few minutes.  Looked like it'd be 
valve stem seals.  Turned out it was the turbo.
